The best dispatch software for cross-border trucking: 6 picks for 2026

November 1, 2026

The best dispatch software for cross-border trucking keeps the ACE or ACI e-manifest, the PARS or PAPS number, and the CAD or USD invoice on the same load. For Canada-US carriers running from a handful of trucks to several hundred, the six worth a demo are TransPlus Fleet Manager, Axon, Avaal, Rose Rocket, Tailwind, and Trimble TruckMate.

TransPlus wrote this guide, and our Fleet Manager is one of the six. Every other vendor gets the same treatment: who it's built for, what it does well, what it publishes for price, and where it falls short for a carrier running Canada-US lanes. Where a vendor's own pages say nothing on a point, the table says "Not stated", not "No".

TMS software built in Canada for cross-border fleets

CAD and USD billing on the same load, ACE and ACI e-manifests from the load record, and IFTA reporting (Enterprise plan).

How we compared

Every pick was judged on five things a cross-border dispatcher deals with every week:

  • Whether the ACE (US-bound) and ACI (Canada-bound) e-manifest is built from the load record or typed again in a second system.
  • Whether PARS and PAPS numbers live on the load and travel with the paperwork.
  • Whether you can bill Canadian customers in CAD and US customers in USD from one system.
  • Whether IFTA or fuel tax reporting comes from the trips you already dispatched.
  • What the vendor publishes about price and fleet size, word for word.

Facts come from each vendor's own product, pricing, and help pages, and from the CBSA and CBP lists of registered e-manifest providers. Telematics platforms such as Samsara and Motive are left off on purpose: they pass loads to and from a TMS, and the pages we read don't describe invoicing or settlements, so they sit next to your dispatch software, not in place of it. Alvys, a capable US system, is also off the list because its carrier pages don't describe ACE or ACI filing. Truckbase's site doesn't show a way to file ACE or ACI e-manifests, so ask before you sign.

The 6 picks, one by one

TransPlus Fleet Manager: Canada-US carriers that want the border on the load

Fleet Manager is our TMS for asset-based carriers, from a handful of trucks to several hundred, and it includes brokerage for carriers that also broker freight. TransPlus is a cloud TMS built in Kitchener, Ontario, and has served carriers since 1995.

On a cross-border load, the ACE and ACI e-Manifest module builds the e-manifest from the driver, truck, and shipment details already on the load, sends it through BorderConnect or GeTS to CBP or CBSA, and brings the acceptance or rejection back onto the load record. You keep your own BorderConnect or GeTS account, and the module connects the load to it. PARS and PAPS paperwork runs from the same record. You bill Canadian customers in Canadian dollars and US customers in US dollars without a second system. Our TMS software Canada page walks through the full cross-border setup, and our trucking dispatch software page shows the dispatch board itself.

Plans start at $350 a month for Lite, $500 for Standard, and $650 for Enterprise, each for one user, on an annual contract billed quarterly in CAD or USD. The e-manifest module, driver-app seats, and onboarding are quoted separately. Every plan comes with 1:1 live technical support, 7am to 6pm ET, Monday to Friday, with emergency after-hours support.

Where it falls short: IFTA reporting is on the Enterprise plan only, and it builds the quarterly report while you file the return. The e-manifest module is an add-on, not part of the base plan. Your general ledger stays in QuickBooks, Sage, or another accounting package; Fleet Manager posts invoices and settlements to it rather than replacing it.

Axon: carriers that want accounting and dispatch in one system

Axon is a Canadian trucking system with more than 40 years behind it, built around a real-time general ledger, payroll, and dispatch in one system. It runs Canadian payroll forms (T4 and T4A) next to US ones (W2 and 1099), which matters if you have drivers on both sides of the border.

For the border, Axon advertises full integration with ACE manifest systems and with Canada's ACI program. It lets you update USD and CAD exchange rates for each business partner and keep multiple currency accounts, and it pulls jurisdictional miles into an IFTA fuel tax calculator. Its Truck Link app covers drivers, and it names Omnitracs, Shaw Tracking, and PeopleNet for telematics.

Where it falls short: Axon publishes no prices; you book a demo to get a quote. Its pages don't say whether it runs in the cloud or on your own server, or how PARS and PAPS numbers are handled, so ask both in the demo.

Avaal: Canadian carriers that want compliance help alongside the TMS

Avaal sells to owner-operators, small and mid-sized fleets, large carriers, and brokers operating in the US and Canada. It offers two products: AVAAL Express, a desktop TMS, and AVAAL Freight Management (AFM), its cloud suite.

Avaal gets real credit on the border. It sells its own ACE/ACI e-manifest product, AFM supports multiple currencies, and it generates IFTA reports from the system. It also builds in accounting with a QuickBooks sync, handles a broad EDI set (204, 210, 214, 990, and 997), and sells IRP and IFTA registration, Canadian operating authority, and C-TPAT and PIP consulting.

Where it falls short: Avaal prices by fleet size and needs and quotes each carrier; no plan prices show on its site. Its e-manifest product lists PARS and PAPS filing, and its plan tables show AVAAL eManifest on every plan; ask whether filings are billed on top of the plan. If you want cloud access, make sure you're being shown AFM and not the desktop product.

Rose Rocket: larger operations that want AI agents and unlimited users

Rose Rocket is a cloud TMS built for freight brokers, carriers, and 3PLs, and its homepage speaks to enterprise transportation. It deserves credit for AI agents included in the plan, unlimited users with no per-seat fees, DAT and Truckstop load-board connections, workflows and automations you can customize without IT, and white-glove implementation with a 90-day go-live.

For the border, Rose Rocket's BorderConnect integration files ACE and ACI e-manifests from the trip and pulls border status back, without re-keying trip, PAPS, or PARS numbers.

Where it falls short: the Full Service Platform starts at $2,080 a month, with Enterprise on custom pricing and the currency not stated. That floor is steep for a 10-truck fleet. It quotes and invoices in more than one currency for cross-border shipments, and its help center documents driver settlements; its pages don't mention IFTA, so ask about it.

Tailwind: carriers that also broker and want a self-serve start

Tailwind started in Delta, BC, and is now sold under CargoWise after Envase bought it in 2020 and WiseTech Global bought Envase in 2023. It is a cloud TMS designed for motor carriers, freight brokers, and companies that do both.

It lists a BorderConnect ACE/ACI integration, driver and carrier settlements, the Tailwind POD Complete app, a Samsara ELD integration, and QuickBooks Online sync (QuickBooks Online Plus or higher). You can start a subscription online, with separate sign-up paths for the US and Canada.

Where it falls short: its CargoWise page shows no price. Its help center says it builds the shipment control number from your SCAC, sends the e-manifest from the dispatch record, and pulls status back, with a separate BorderConnect subscription. It doesn't state how PARS and PAPS labels are handled, whether you can bill in CAD and USD, or whether it reports IFTA, so ask about all three.

Trimble TruckMate: larger LTL and multimodal carriers

Trimble TruckMate covers LTL to truckload and intermodal to multimodal, with customer service, dispatch, auto-rating, and billing in one system and built-in accounting. It has been offered as a cloud subscription since 2019, and an on-premise version is still available.

Its ACE eManifest module handles clearances across US borders from Canada and Mexico, tied to dispatch. A Fuel Tax module tracks, pays, and reconciles fuel purchases state by state, and the D2Link app covers drivers. Trimble's EDI professionals back its EDI module.

Where it falls short: TruckMate is quote-only and built for multi-mode complexity, so a 5 to 30 truck fleet should ask what implementation takes. Its product pages don't describe ACI filing, though CBSA lists TruckMate as a registered ACI eManifest software provider. PARS and PAPS handling and CAD and USD billing aren't stated, so get all three shown on a real load.

How to test cross-border claims in a demo

Every vendor on this list says it handles the border. The only way to know is to watch it happen on a load you bring. Ask for these five things:

  1. The e-manifest on the load. Build a Toronto to Detroit load with a real driver, truck, trailer, shipper, and consignee. Ask them to create the ACE e-manifest from that load and count how many fields get typed a second time.
  2. PARS and PAPS barcodes. PARS is the CBSA pre-arrival release option for goods entering Canada; PAPS is the default for goods entering the US by truck, and its number starts with your SCAC. Ask where the number is stored on the load, whether the barcode label prints with the paperwork, and how it reaches your customs broker.
  3. CAD and USD in one billing run. Bill a Canadian customer in CAD and a US customer in USD in the same invoice run. Then ask how the exchange rate is set, what lands in your accounting package, and how a USD load shows up in a driver's pay.
  4. IFTA with Canadian jurisdictions. Run a trip from Ontario through Michigan and Indiana into Illinois, then pull the quarter. Check that distance and fuel split by province and state, and ask where the miles come from (telematics, routing, or typed in).
  5. Who files, and who hears about a rejection. Ask whether the system sends the e-manifest itself or through a service such as BorderConnect or GeTS, whether that service bills separately, and where a CBP or CBSA rejection shows up while the truck is still an hour from the line. For IFTA, ask the same: does the system file the return, or build the report for you to file?

Where TransPlus fits, and where it does not

Fleet Manager fits a Canadian or US carrier, from a handful of trucks to several hundred, that crosses the border every week and that wants the e-manifest, the invoice, and driver pay built from one load, with a named onboarding specialist and data that comes over through TransPlus templates. Onboarding takes 30 to 90 days depending on fleet size and data migration, and most Fleet Manager customers are live within 60 days.

It is not the right pick if:

  • You need IFTA reporting on a small plan. Ours is Enterprise only; Avaal and Axon both advertise IFTA tools.
  • You want the general ledger inside the TMS. Axon, Avaal, and TruckMate build accounting in; we connect to yours.
  • You run LTL and intermodal at scale. TruckMate is built for that mix.
  • You want AI agents in the base plan and unlimited users. That is Rose Rocket's pitch.
  • You want month to month. Our plans are annual contracts.

If you are weighing a move from a system you already run, we have side-by-side pages for Rose Rocket and Avaal.

Frequently asked questions

What is the best dispatch software for cross-border trucking?

The best dispatch software for cross-border trucking builds the ACE or ACI e-manifest from the load, keeps PARS and PAPS numbers on that load, and bills in CAD or USD from one system. For Canada-US carriers running from a handful of trucks to several hundred, TransPlus Fleet Manager, Axon, Avaal, Rose Rocket, Tailwind, and Trimble TruckMate all advertise cross-border filing.

What is the difference between ACE and ACI?

ACE is the Automated Commercial Environment, the US Customs and Border Protection system that takes e-manifests for trucks entering the United States. ACI is Advance Commercial Information, the Canada Border Services Agency program that takes e-manifests for trucks entering Canada. A carrier running both directions files in both.

What are PARS and PAPS numbers?

PARS and PAPS are the shipment numbers that link a load to its customs release. PARS is the CBSA pre-arrival release option for goods entering Canada by truck, and PAPS is the default shipment type for goods entering the United States by truck. A PAPS number starts with the carrier's SCAC, and both usually travel on a barcode label with the paperwork.

Does dispatch software file the e-manifest for me?

Most dispatch software builds the e-manifest from the load and sends it through an e-manifest service such as BorderConnect or GeTS, or through the vendor's own product. In TransPlus, the ACE and ACI e-Manifest module sends it through BorderConnect or GeTS, and the acceptance or rejection comes back onto the load record.

Can one TMS bill in Canadian and US dollars?

Yes, some can. TransPlus bills Canadian customers in Canadian dollars and US customers in US dollars from one system, Axon sets USD and CAD exchange rates for each business partner, Avaal's cloud product supports multiple currencies, and Rose Rocket quotes and invoices in more than one currency for cross-border shipments. Tailwind and TruckMate don't state it on their pages, so test it in the demo.

Does dispatch software file IFTA?

Usually not. A TMS with IFTA reporting builds the quarterly report from the trips and fuel purchases already in the system, and the carrier or its permit service files the return. In TransPlus, IFTA reporting is on the Fleet Manager Enterprise plan only and is not sold as an add-on on Lite or Standard.
